My Comment: Prime Minister Vladimir Putin's full article on what are his views on Russian defense and national security can be read here.

As to his views on Russian defense and national security .... I have heard it before .... and I will repeat what I have posted before. Russia does have the money to modernize it's military, and it is also very good at developing and producing certain weapon systems. But it has huge problems in other areas .... a falling population that will guarantee a lower number of capable soldiers for the future, a military culture that is rooted in a Cold War mindset, and a crummy infrastructure and an even worse industrial military base. Throw in corruption, ineptness, and incompetence .... well you get the picture.
