I was stationed in South Korea for two years as an Air Force intelligence operations analyst and from my experience this sounds alot like he is consolidating his power before he begins to make some drastic changes. At least what would be considered drastic to military leadership. This is just a speculation, but I believe Kim Jong Un is going to open up North Korea, economically. The military doesn't agree with this because it would mean a lessening of control they have enjoyed for so long. Only time will tell.
