WASHINGTON — Foreign policy in President Barack Obama’s first administration was dominated by the so-called ‘reset’ - a policy aimed at improving ties between Washington and Moscow that reached a low point during the last few years of the George W. Bush administration.
The ‘reset’ did bring concrete results, such as a major strategic arms control treaty reducing the number of long-range nuclear weapons on both sides. My Comment: There is no personal relationship or chemistry between Presidents Obama and Putin .... in addition they are more preoccupied with their own proprieties at home. On the international scene some of their differences are irreconcilable .... but not serious enough to warrant a summit to overcome them. If anything .... the relationship between Russia and the US is deteriorating more because of a lack of interest than because of differences over vital issues.
