S. Korea Denies North Making Nuclear Test Preparations -- Voice of America

South Korea's Defense Ministry says there does not appear to be any evidence that North Korea is preparing for a nuclear test, contradicting another ministry's statement that a test is being planned.

Earlier Monday, Unification Minister Ryoo Kihl-jae told lawmakers that there are signs of activity at the North's Punggye-ri nuclear test site.

UN Secretary-General Ban Ki-moon, a South Korean, urged North Korea to refrain from "any further provocation. Speaking from The Hague, Mr. Ban said a fourth nuclear test would breach UN Security Council resolutions.
