Afghan Leader Approves Law Aimed at Fair Elections -- Wall Street Journal

KABUL—Afghan President Hamid Karzai took an important step toward a transition of power next year, signing into law an elections-oversight measure that had been urged by the country's international backers.

The presidential administration said Wednesday that Mr. Karzai had approved a law that spells out the role and structure of the country's electoral watchdog and of its election commission.

The law, approved earlier by Afghan lawmakers, establishes the structure, duties and mandate for two bodies: Afghanistan's Independent Election Commission and the Electoral Complaints Commission.
