U.S., Afghanistan Near Security Deal, But Sticking Points Remain -- Wall Street Journal

Pact Must Still Pass Legal Scrutiny and Gain Approval of Afghan Assembly.

KABUL—Afghan President Hamid Karzai claimed a victory this weekend in lengthy negotiations over the future of U.S. military forces here, saying he had won a tentative deal from Washington that he could present to the Afghan people.

But marathon discussions between Mr. Karzai and U.S. Secretary of State John Kerry failed to produce a definitive agreement, and U.S. officials said on Sunday that the deal still required extensive legal scrutiny, in addition to approval by a traditional Afghan assembly of local representatives.
