EU Leaders Want Action Over U.S. Spying Claims -- CNN
(CNN) -- European Union leaders are meeting for a second day Friday at a summit overshadowed by anger over allegations the United States has been spying on its allies.
German Chancellor Angela Merkel said the claims that she and other world leaders have been spied on had "severely shaken" relationships between Europe and the United States, and trust will have to be rebuilt.
"Obviously, words will not be sufficient," Merkel told reporters late on the first day of the summit of EU leaders in Brussels, Belgium. "True change is necessary."
Merkel may have more strong words for the United States on Friday, after further talks with EU allies.
