Warns Country Could Return to Terrorist Haven

BAGRAM AIR FIELD, Afghanistan—The U.S.'s top general warned that without an enduring presence of American troops, Afghanistan risks once again becoming a haven for international terrorism—undoing the achievements of the 12-year war.

A deadlock between Afghan President Hamid Karzai and Washington over a long-term security deal has raised the possibility of a full pullout of U.S. troops from Afghanistan after the coalition's mandate expires next December.

Gen. Martin Dempsey, the Chairman of the Joint Chiefs of Staff, in an interview late Tuesday said he was concerned that Afghanistan could become an "ungoverned space producing havens for terrorism" without continuing U.S. support.
