I have worked at both the NSA and Microsoft. On average, the engineers at the NSA are not as good. In addition to poor HR, which was mentioned in another answer, here are the top reasons why good engineers who already work at government jobs are more likely to leave:

1) Mid- and late-career salaries for top engineers are much lower. Not everyone cares about money, but people who do leave for private industry. Also, those in private industry rarely move to the government because they don’t want to take a pay cut.
2) Bad people are nearly impossible to fire. This brings down the average and creates resentment among top performers, further driving them to leave.

My Comment: For some people it is never about money .... but it is all about duty and loyalty to country .... a concept that those who do what they do for money can never seem to understand.
