The Russian statements are not directed to western governments, but to the Russian and Western people of Europe and the Americas, always have been. It's an effort to isolate western populations from their own government administrations. From reactions I've observed it's been very effective. Who is it that everyone waits to hear from Cameron, Merkel, Obama, or Hollande? No, it's Putin and unless there is some great change he'll play and they'll dance.
Ukraine? Who knows for sure. I think they passed the critical point a couple of weeks ago and heavy fighting may not break out immediately, but will inevitably.
