NATO Chief: New Russian Troop Buildup Seen Near Ukraine's Border -- CNN

(CNN) -- NATO has seen a "new Russian military buildup" near the border with Ukraine, NATO chief Anders Fogh Rasmussen said Thursday, a development that may alarm Kiev and the West.

Rasmussen warned that any Russian intervention across the border could prompt tougher international sanctions.

His words, in response to a question from a Russian journalist at an event in London, came a day after Ukraine's new President announced he would soon implement a unilateral cease-fire to ease the crisis in the restive eastern part of the country.

(1) Not enough Russian assets near the border for even a limited incursion. But that may change in the next few weeks.

(2)Kharkiv and Odessa are quiet now. My aunt lives in Kharkiv, and she tells me that a climate of fear is now everywhere. Ukraine forces are arresting anyone that they suspect is pro-Russian, and the atmosphere is very tense. Many people are not working now, and even her (my aunt's pension) comes in only intermittently.

(3) As I had said before .... Russia has adopted a wait and see position. They want negotiations .... but are expecting the worse.
