Russia's Putin Tells Obama He Wants Better Ties: Kremlin -- Reuters
(Reuters) - Russian President Vladimir Putin called for better relations with the United States on Friday in a congratulatory message to President Barack Obama marking U.S. Independence Day.
Relations are at their lowest ebb in years, soured by disagreements over the conflicts in Ukraine and Syria and by differences on human rights and democracy. Both are veto-weilding members of the United Nations Security Council.
"The head of the Russian state expressed hope that ... ties between the two countries will develop successfully on the basis of pragmatism and equality despite difficulties and disagreements," the Kremlin said in a statement.

My Comment: Putin is playing to his domestic audience. He shows everyone that he wants to be flexible and compromising ... but in private his reputation is the opposite.

A public show of flexibility plays to the sympathies and unconscious desire s of the Left in the U.S.
If there was a plan to increase aid including military aid to the Ukraine to 20 billion or 50 billion dollars someone like Ted Kennedy (deceased) would hold it up in the Senate and be indignant. Said senator (or a clone) would point to Putin and say "Look he is trying to be reasonable".
They may not say it. It may not be a conscious or unconscious though, but somehow in the inchoate calculus f their mind that thought that mindset is there.
Occasional statements by men like Putin interspersed with their very real actions to the opposite are much needed fig leaves for a certain type of people in Europe and the Americas.
