If there is a humanitarian ceasefire, the " policing" arrangements, should be "interesting".

The previous "humanitarian" ceasefire in the Illosavik pocket, turned into a bloodbath, when the Ukrainians tried to take their armour and artillary with them, in violation of the terms.

The trapped troops in the Debaltseve pocket are the Novarussian's " hostage" for trying to force Porshenko into peace, and they will not let them go, freely.

As the OSCE is apparently involved, it may wind up being the OSCE observers who vet the passengers.
