The outcome will be immediate .... political opponents to the government will be rounded up and anyone who openly opposes government policy will be arrested, censorship will be enforced, economic restrictions and controls will be imposed.

I am not sure if this is a threat, against Internal Enemies or not,
But Porshenko can't declare Martial Law, until after the IMF money arrives,
Once he declares Martial Law, pretty much only the US can loan the Ukraine money.
Canada for example, can't loan money, can't send " defensive military aid", pretty much all Harper will be able to send, is food and medicine.

Jay .... I have learned one a thing about the Ukraine government in the past few months .... they have a knack for doing destructive policies and actions. What is scaring them for he past week is that the Debaltseve pocket is becoming a slaughterhouse for thousands of Ukrainian soldiers .... people are beyond upset and the government is becoming scared. If in the next week reports are out that thousand plus men have been killed or wounded and 5,000 captured .... who knows what the reaction on th estreet will be.
