They cannot meet their budget

There is not enough loot to pass around to keep a critical mass of supporters.

Herr Obama is very friendly with the Iranians, a Venezuelan ally.

As such Madura know for a fact that the Obama regime means him know harm.

But the budget is tight and the peasant are restless. He needs a scapegoat.

Madura knows Herr Obama will not mind if Uncle Same get kicked around some.

In fact is Uncle Sam was one the ground, kicked in the teeth, and head stomped all the better.
