Jason Bush, Reuters: Moscow to investigate amid struggle over Chechen authority
(Reuters) - Russia announced on Saturday it would investigate the shooting dead of a Chechen that has highlighted tensions between central police authorities and a hardline Chechen regional leader brought in by President Vladimir Putin to quell separatism.
Police from the neighboring Stavropol region shot a man dead in the Chechen capital Grozny last Sunday, infuriating regional leader Ramzan Kadyrov, who urged his own police to "shoot to kill" if officers from outside Chechnya acted there without permission. Russia's Interior Ministry responded by calling his comments "unacceptable".
The ministry said the man had been on the run after a shooting incident.
WNU Editor: Russian law enforcement/security forces have always had "free reign" in Chechnya .... this is why this new order from Chechen leader Ramzan Kadyrov is raising eyebrows. Everyone is asking the same question .... why now .... is it because relations between Putin and Kadyrov are on the way out?

That aside I wouldn't overestimate Kadyrov. He can be a nuisance for Putin and might well hope to use that as leverage while grappling for some advantage, but at the end of the day he isn't irreplaceable and I doubt he would be able to restart the war now.
