Turkish Prime Minister Ahmet Davutoglu wrote to EU leaders this week proposing ideas on how to deal with the refugee crisis, including support for a "safe zone" in northern Syria in return for Ankara's cooperation on the issue, according to EU officials.
In July, U.S. officials said that the Turkish government was considering the formation of a buffer zone in northern Syria.
The move was raised by Ankara with the aim of creating an "ISIS-free zone" following the suspected ISIS-linked suicide bomb that killed 32 people in the Turkish border town of Suruc in July and also to counter the advances of Kurdish militiamen along the Turkish-Syrian border against ISIS and split them from the Kurdish PKK fighters who have conducted a number of deadly attacks against Turkish authorities since a two year ceasefire collapsed in July.
WNU Editor: This "Turkish ultimatum/threat" idea was first floated last week .... Turkey reiterates call for Syria safe zone in a meeting with German Foreign Minister (Middle East Monitor) .... but it did not proceed because critics saw this more as a Turkish attempt to control the border and the Kurdish population .... not helping refugees and the war against the Islamic State. As to why is this proposal being brought up again .... I suspect it is because of Russian moves into Syria, and the fact that their presence has now effectively kill any idea of implementing a "safe zone".

Turkey's plans to use SOF, Turkomen and Al Quida to carve off parts of Syria stalled in the face of both Syrian Army resistance, YPG fighters siding with Assad in the face of new assaults,
Then when Germany pulled back their Patriots, the Turkish Plan lost it's air supremacy,
The Russian moves now render air support for Al Quida moot,
So Ergodan releases a flood of refugees on Europe.
Now he's just down to begging, and taking tons of Saudi money to try to buy the election.
Turkey has since erdogan came to power gone back to ottoman times in thinking and probobly view both europe and russia(read traditional christian countries) as enemies. Ataturk is probobly spinning in his grave by now
