Rousseff had a stint in city government in Porto Alegre.

While IMO it qualifies her for higher office more so than Christine Kirchner's marriage to a president, how well did a stint at city government in the most lily white major city in Brasil qualify here. Check the geography and demographics. Porto Alegre just would not have the poverty that Sao Paolo or Rio would have.

Sao Paulo and Rio are tough nuts for anyone to crack. Why not hire a city admin for president from those cities instead of a relatively easy city to administer.

Rousseff may have been born in Brasil, but she is a Bulgarian transplant with no kids. Does she care more about socialism or Brasil?
