WNU Editor: North Korea has been at a state of war with South Korea since the 1950s .... so declaring one will be moot. Instead ... expect more missile tests, maybe a nuclear test, and if you are an American tourist in North Korea .... pray that they will let you out of the country.

Technically North ànd South Korea still at war they have never sing any peace treaty they just call off all hostilities.
On the other hand the United States never declare war on North Korea never signed or passed by Congress any declaration of war.
