Rodrigo Duterte, the tough-talking mayor in Philippines who tapped into middle class frustrations over rising crime and inefficient public services, claimed victory in the country’s presidential election.
With 80 percent of polling stations reporting, Duterte had won 38.6 percent of the vote, according to figures collated by the Commission on Elections and published by its civil society partner, the Parish Pastoral Council for Responsible Voting. His closest rival was Mar Roxas, a former government minister, with 22.7 percent.
Claiming victory, Duterte emphasized the fight against crime as his top priority. "I will be a dictator against all bad guys, evil," Duterte said on Sonshine Media Network International. "I will do it even at the cost of my position or my life. I won’t stop. That’s a solemn commitment."
