Nagasaki or Hiroshima were picked because the targets before them were all burnt to the ground with tens of thousands or hundreds of thousands per city killed.
Then there was Hamburg and Koln and Dresden
... London and Coventry
... Nanking
... I suppose Leningrad does not count because there was no 'bomb'
