China on Monday leveled responsibility at the United States and journalists for a fracas at a Chinese airport, in which officials of both countries exchanged heated remarks as President Barack Obama disembarked from his aircraft.
The comments by a foreign ministry spokeswoman were in response to questions whether China, which is hosting a G20 summit meeting in its eastern city of Hangzhou, intentionally failed to provide Obama's plane with a staircase, an event that has fueled speculation it was a diplomatic snub.
"I think if only the American group had respected the working arrangements first made with China then this wouldn't have occurred," Hua Chunying told reporters in Beijing on Monday.

The ice cream thing is funny, but it illuminates something about how "we" handle international relations.
Instead of showing up in China with his bottom lip hanging out like a blacksmith's apron and a s#_++y attitude, Obama could have made a gesture of decency to break the ice.
But no. Just like the dummies in Ottawa, the Americans jump off of the plane with their chests puffed out, full of "questions" and looking to put someone on the spot _ as if they are someone to be answered to.
N. Americans/Euros have yet to realize that no one gives a s#-+ about what they have to say about about "human rights", observing "international law" or the price of two scoops of rocky road on a waffle cone for that matter. The days of swaggering off a plane or boat in a state high dudgeon over some offence committed by "the wogs" while expecting deference are over. The Chinese, Russians and more to come are putting them in their place.
It's long overdue.
The Philliphine President is closer to the mark than he may know. Like him or not, Duerte calls sons of whores as he sees them. He'll score a bull's-eye if he uses the term on Canadian decendents of the filles de Roi; not to mention daughter of the filles, Hillary Clinton.
Now this stuff is great.
