The Islamic State Has Banned The Burqa In Mosul Security Centers
Washington Times: ISIS issues burqa ban at Mosul security centers after commanders killed: Report
The Islamic State group has reportedly issued an order banning burqas at security checkpoints in the city of Mosul.
Recently killings of Islamic State commanders by veiled women have forced the terror group to make an exception to its strict dress codes for women. Iraqi forces and its U.S.-led coalition allies are in the process of squeezing the terror group, also known as ISIS or ISIL, out of territory it has held since 2014.
“A local source in the Iraqi province of Nineveh announced on Friday, Sept. 2, that the terrorist group has released an order, based on which no woman is allowed to be wearing niqab or burqa when entering the security and military centers,” Iran Front Page reported Sunday, based on a translation of Iranian state-broadcaster Al Alam News Network.

Quite right, right now they do appear to be "running scared." While things can and do change quickly in war zones, in this case it does not appear this is going to happen.
As I've predicted for some time, ISIS will lose. The numbers simply don't add up for them. While there is much disagreement on how to fight ISIS and how high a priority it needs to be, everyone with any real influence believes it needs to be destroyed.
When ISIS first arose, it captured and held territory faster and more efficiently than the US military ever could have even before it became worn down and depleted from continuing operations. This is a VERY tough enemy but again the numbers just don't add up for them.
Perhaps their biggest strategic blunder when they were capturing territory, holding it, and generally looking like an unstoppable juggernaut was they failed to adjust and start behaving like a normal nation state. Had they made this adjustment enough major powers probably would have looked the other way allowing them to hold that territory plus acquire additional territory.
