The Intercept: Intelligence Director “Wouldn’t Put It Past” Russia to Fire at U.S. Aircraft in Syria
HILLARY CLINTON HAS PROPOSED establishing a no-fly zone in Syria, but Director of National Intelligence James Clapper said Tuesday that such a move could lead Russia to shoot down U.S. planes.
“I wouldn’t put it past them to shoot down an American aircraft if they felt that was threatening to their forces on the ground,” Clapper said during a talk at the Council of Foreign Relations.
Russia recently deployed mobile S-400 and S-300 missile batteries to Western Syria, which are capable of shooting down aircraft and cruise missiles. Clapper signaled that they posed a threat to American planes should the U.S. try to institute a no-fly zone in Syria.
“The system they have there is very advanced, very capable,” said Clapper, “and I don’t think they’d do it – deploy it – if they didn’t have some intention to use it.”

If you read Sic Semper Tyrannis, Col. Pat Lang's blog, you will come to understand that The No Fly Zone, is the "official policy" of both the CIA and the State Department, but it is opposed by the DIA and CENTCOM.

President's get advice from a variety of different Agencies.
Based on that advice, they make decisions or don't.
When there are dueling "Advisors", it's up to the President to ask the "right" questions, but sometimes President's make bad decisions because Agency A sends an Analyst to make their presentation and Agency B sends a Salesman.
Sometimes, President's arrive with an Agenda, and set up a Team B to "cherrypick" and "sell the Agenda", over the advise of the advising Agencies.
Former Sec. State. Clinton has been subjected to 4 years of State being in the bag for Saudi Arabia, and subject to the DIA and CENTCOM positions, only on the periphery.
Jay. You/me/everyone else are forgetting someone else who has .... or will have .... a massive influence on her decision making process. And that will be the role that her husband will play. No one has done an analysis on this topic .... so far.

For me, in this election, the Big Question is what happens in the House and Senate, with the Republicans.
Will Republican infighting and Hillary's abilities to work across the aisle, mean that the US House and Senate actually manage to pass a Federal Budget after an absense of 7 years, or will "obstructionism" still be the rule of the day?
The Republican party is in a state of civil war right now Jay. The base is furious with the leadership, and that will be the main focus of the Republicans after the election. But I do not think the leadership will succeed in calming their base .... Trump with all of his faults has done one thing that I will give him credit for, he better than anyone else has revealed/exposed how utterly corrupt the political system is. This situation also reminds me of the Conservative Party of Canada when their base deserted them after Mulroney retired and Kim Campbell ran on their record of GST/budget deficits/broken promises in the early 1990s. As we both know .... they never recovered and were utterly destroyed in the election.

President's are rarely "experts" at anything, other than occasionally speechifying and glad handing.
The process of just getting a simple law, written, through the House and Senate, not to mention the Supremes, is lengthy and complex.
The Deplorables, in their love for facism and authotarianism would have you believe that a President is a term limited, Dictator and Omnipresent God, but they are not.
It speaks more to the desires of the Deplorables to be "Ruled", than even Sesame Street Civics Lessons.
