CNN: No reply yet from North Korea on offer of talks, South Korea says
(CNN)Hours before they are due to start, possible joint military talks between North Korea and South Korea remain up in the air, with Pyongyang having yet to confirm its attendance.
The talks were proposed for Friday, near the demilitarized border that divides the two nations, but with the clock ticking down, the South Korean defense ministry said they would give their North Korean counterparts until Thursday afternoon local time to respond.
"We are still waiting for North Korea's official position," Moon Sang-gyun, a spokesman for the South Korean Defense Ministry, said at a Thursday briefing. "The administrative preparation for the talks from our side is in progress and going smoothly."
The news comes amid US suspicions that North Korea could be preparing for a new missile test, and as US defense officials said a North Korean submarine had been spotted engaging in "unusual activity" in international waters.

The silence seems to represent North Korea's studied insult of the new South Korean president's overture. North Korea is almost saying "Nothing you (South Korea) would say to us is worth the trouble of having a meeting to hear."
In my view, North Korea's silence is a mistake. If nothing else, holding talks with South Korea can function as a wedge between South Korea, and Japan and the USA. By silence, North Korea drives South Korea closer to its allies.
As WNU editor has reported nearby, North Korea continues to test its nuclear weapons and missile technology. I think that the Fat Boy calculates that the right time for talks is after he has completed his tests, so that his technology is proven. I think he would see such success as enhancing his leverage.
The mystery remains: what does North Korea want? It is interesting that North Korea itself has issued no demands which, if met, would result in any change in North Korean policies to perfect their nuclear and missile technologies. For now, North Korea seems to want nothing from negotiations; they want nukes and missiles.
It is also interesting that the USA has (belatedly) prohibited its citizens from visiting North Korea and has urged its citizens to leave North Korea immediately. To me, this implies that we are headed for an eventual showdown and the U.S. Government does not want Fat Boy to have easy access to American hostages.
The NORK's want a formal Peace Treaty, with the US, ending the Korean War, and a Non-Intervention Treaty, again, with the US, guaranteed by Russia and China.
The NORK's, view the Korean War, as being between Korea, and the US.
That's their first and formost interest.
