The Navy has continued to prioritize procurement over the ability to maintain the fleet it already has.
We have often talked about the Pentagon's chronic disinterest in taking care of and making ready for combat the weapons it already has before buying new and even more costly ones. This culture of prioritization of procurement of new hardware over the readiness and maintenance of hardware has improved somewhat under Defense Secretary Mattis, but it still remains a looming issue as the services say they don't have enough money to be ready for the wars of today and arm themselves for the wars of tomorrow.

Well, I have not enough knowledge to say yes or no, but I worry for my country.

The "west" is in bad shape. As for countries whose militaries can do something, I can think of several. Russia, China, Iran, Syria, North Korea, and most of America's enemies are not in bad shape militarily.
In any event, the evidence against America being a superpower is piling up. Actually I've been pointing this out for a long time. I'm being proven correct.
I'd add our "ally" of South Korea is probably in pretty good shape militarily. Israel probably is as well.
Russia, China, and their allies may be the most powerful countries on earth now. It may be time for US leaders to start looking into ways to adapt and act accordingly.
You are easily strong enough to defend America. Declining in offensive capability? Maybe, but why is it needed that you are able to police the world? Too much money is wasted on this vanity project.
