Military Times: Report: Afghan forces lost $700 million in US ammo
WASHINGTON — U.S. officials are not sure that $702 million spent on ammunition for Afghan forces from 2015 to 2016 was used for its intended purpose, according to a recent Defense Department inspector general’s report.
“Without consistent, timely, and accurate reporting from the ministries, CSTC-A [Combined Security Transition Command – Afghanistan] cannot account for all ammunition consumed by the ANDSF [Afghan National Defense and Security Forces],” the report reads.
The main mission of the CSTC-A is to train Afghan institutions on effective management, oversight functions and rule of law. The unit’s function is to train Afghan ministries on how to run cost effective and efficient management systems.

Again and again. This happened so many times now. A few billion here, a few hundred million there.
So many times over the years have we read stories about how training in Afghanistan has gone weird. At one point it was estimated that a third of the Afghans trained by US instructors deserted with their uniforms and weapons. The impact this has had was echoed by one US soldier who was in Afghanistan at the beginning, transferred to Iraq to support Iraq 2 and then returned to Afghanistan later. On his return he noted that the "enemy" had significantly improved their fighting skills and were using tactics commonly used by the US military.
And they charged Chelsea Manning with actions that aided the enemy?
This war isn't ever going to be won, at least not by the US, but it is possible it will never end to the point that the "enemy" will eventually devise a method of actually attacking the US mainland.
