Why are these raids always, reactive instead of proactive?
If you can launch a raid you obviously know where they are, why always wait until after the terrorism?

Fazman,

The need liberal permission or acquiescence.

Say you bomb where the militants are at. They return back home and mix with their family either in villages or in camps. Suppose you kill an 8 year old girl. The usual suspects come out and they do their Rosanne Barr outrage dance.

There is a difference is press coverage and opprobrium in conducting a raid against militants before or after a militant attack.
