Again, in the Raqqa video very little observable small projectile damage (small arms and shrapnel)on buildings or vehicles. Some evidence of large internal explosions. The roads once cleared of loose debris have by and large good to excellent surfaces with little or no damage. Very little personal effects in the debris, paper, clothing, misc. cloth, or anything light enough to be wind borne.
Glazing, electrical, and plumbing contractors will be busy.

My understanding of battery in some jurisdictions (states) is that if you throw something (water, bottles, whatever) at someone and hit them, it would be battery. Not sure how the China defines it.

IMO you charge them both. Not because it takes two to fight, but because both committed battery. Just because someone especially the one, who started it, gets the worst of a fight, does not mean IMO that they escape punishment or prosecution.

If the Chinese guy is not charged, it looks like a Kangaroo court.
