TASS: Moscow ready to act as mediator between US, North Korea, says Kremlin
Tensions on the Korean Peninsula again flared up in late November when Pyongyang carried out a new missile launch after a 75-day pause
MOSCOW, December 26. /TASS/. Moscow is ready to act as a mediator between the United States and North Korea, but the conflicting sides should give their consent to this, Kremlin Spokesman Dmitry Peskov told reporters on Tuesday.
"Russia is ready if both sides need it and want it," Peskov said. "It is impossible to become a mediator between two parties only if one side seeks so, the will of two sides is needed here. As the exchange of confrontational rhetoric is between Pyongyang and Washington, therefore Russia’s readiness is rather evident to open the way for de-escalating tensions."

WNU Editor: Russia does not really have that much influence over North Korea. And on the number one issue that is on the table .... nuclear weapons .... North Korea has repeatedly said that their nuclear and missile programs are not up for negotiations. So what is there left to negotiate?

My thoughts exactly WNU, there is nothing to talk about.
Don't confuse public statements with policy. These might very well be opening positions for talks.
Trump: maybe I'll talk
Tillerson: not right time to talk
UN: better talk/give up weapons or sanctions
Kim Jong-Fatso: we won't give up nukes
US military: "there's a war coming"; drills/signals readiness to strike etc

That is condescending.
There are other parties with concerns. Those would be South Korea and Japan.
To not include China is a mistake. To not read China the riot act and be willing to back it up is a mistake. North Korea is a client state of China. More importantly it is a Chinese buffer state.
Just because North Korea is a buffer state does not mean South Korea is less important to the U.S. or Japan than North Korea is to China.
People need to get real.
You are mostly right, Smith, but China seems either not interested or incapable or who knows as far as being intermediary. probably because China continues to support and ship goods to N. K. whereas Russia is much less involved and likes the idea of being upfront on the global stage, as it now is in Syria

China is cheating on the sanctions.
Russia is also supplying North Korea. I forget if Russia signed onto sanctions. The oil trades is on top of their condescension.
For the 3rd strike Russia pout the S-400 on the border with North Korea. My 1st guess is they want to interfere with the U.S. and South Korea. An outside & more charitable guess is that Russia might want to shoot down ballistic missiles from North Korea. I give that last guess less than 10%. I did bring it up over Xmas after the meal. I was told my charitable guess was a nonstarter.
Playing China off on Russia will not work. At some point, if China is strong enough and wants territory back, they will just take it. They won't ask or need the U.S. It will be as the opportunity presents itself and after they have dealt with the U.S. (if they can accomplish that).
The Chinese have a strong claim to the Paracels. The Chinese claim to the southern 3rd of the 9 dashed line is probably utter BS. Merely charting islands during previous dynasties is probably not enough. Yet they persist. If they are willing to do that in the southern part of the South China Sea what might the Chinese do in regards to the land China once had north of the Amur River? That claim is as fresh as the last dynasty and was lost due to European imperialism. Putin might want to check his privilege.
