Maybe smuggling Taliban into the kingdom for additional training?
The Pakistani Army and ISI, in Jammu, Kashmir, the NTA, have lot's of experience in "working with" and "managing" tribal militia's for common cause, local security and as proxies.
Saudi Arabia's not having much sucess in that regard in Yemen.
