The global alliance can now go to collective war if a member is subjected to “hybrid warfare.” The problem is no one can define it clearly, and that can make war more likely.
When Vladimir Putin schemed to annex the Crimean peninsula, he didn’t launch an “invasion.” Instead, Russia relied on techniques including phony media reports, special forces and and proxy fighters (dubbed “little green men”), and cyberattacks.
This kind of hybrid warfare gave Putin just enough plausible deniability about what was clearly happening — Russia seizing territory that belonged to another nation. Following that success elements of Russian hybrid warfare have begun appearing in Syria and the Eastern Ukraine, as well as U.S. and European elections.

So called hybrid warfare works if the opposition accepts the ruse with no complaint. The west did not want to go to war over ctimea.
Ukraine owed 16 b for gas. They should have traded it for the debt.
Wait one minute; if NATO believes this concept of Hybrid warfare why not act in their interest!? Wait, are they looking for a legal way to react; wow they will never get it. War has become very technical since the end of WWII, just because no one wants to fight that kind of war anymore. So, if it smells like s.it and looks like s.it it is!
When cyber attacks actually result in someone's death, or significantly impact the economy, or when boots are on the ground, even Little Green Men, that's the red line to war in the future. Russian should be conscious to stay away from that line as far as possible. In fact, if they interfere in future us elections, and the Democrats still win, all bets are off.
NATO has spent the last 28 years trying to justify its own existence. THis is no exception. When the Warsaw Pact dissolved, NATO needed to to the same thing so new security structures, inclusive and not based on geopolitics, could be formed. Instead, NATO has expanded right up to Russia's borders with no end in sight, and has been at war almost continuously at the same time, making the world less stable--no one can convince me that the NATO-led destruction of Libya made the world safer. On the contrary, it vastly expanded the problem of terrorism from North Africa into Southwest Asia, and now Europe is paying the price. Before you start conplaining about Russian "hybrid warfare" you need to do some serious examination of the consequences of US-NATO policies.
So far Russia’s Ukraine war has been a success at small costs. Crimea is Russian after all. The Baltic’s offer big gains at higher risks. However with Germany refusing to uphold its NATO obligations and embracing a pacifist policy, Russia could take the Baltic states. It’s a calculation they might be tempted to undertake. A successful campaign means NATO failed to mobilize and it would be finished as a self defense group. The recent NATO meeting showed Germany has no interest in meeting its obligations so Russia has opportunity here.

It makes me sad and quite worried when pundits start to label wars with their infinite adjectives. Unfortunately, "hybrid warfare" is just one more label that has been created in the 2000s, in this particular case, by Frank Hoffman. Were the WW1 and WW2 a hybrid war? Because they had had the integration of various modes of warfare, from propaganda to actual combats.. therefore, it was hybrid as well, right? Now, even NATO is pushing ahead this crap label to identify the "new" type of war Russia has been implementing.. for Pete´s sake, this is war, nothing else than war, and its various nuances and characteristics. Watching NATO pressing this hybrid warfare again make us worried about how they´re conducting their affairs against Russia. They´d started by the wrong foot.. or the improper designation of what´s going on.
