Good luck to them on this because they're gonna need it.Current contingency plans are basically shuffle resources from other regions towards the devastated one.Basically big city gets nuked by a small nuke they take resources from other cities in order to handle it.In a scenario were just 5 cities are devastated by megaton sized weapons FEMA would quickly be in crisis. If someone nukes NYC,LA,Washington DC,Chicago,Houston with megaton sized nukes meaning the largest cities in the country FEMA would be unfortunate to discover that the largest concentration of cops/medical workers is in those cities.Basically they'd run out of resources for just 5 cities.10 or more and you're already talking about national collapse.

Hitting 60 cities after all of the major military bases first sounds about right for a nation that has +100 nukes.
In summary, planning for the after effects of a nuclear war with China.
