* The US has identified China and Russia as its great rivals and has said it intends to build military capacity to thwart their military ambitions.

The Cold War featured arms control agreements, unconstrained buildups of nuclear arms, broad trade and technology restrictions on the Warsaw Pact, fortified borders and proxy wars. Today we aren't in identical circumstances but arms control agreements are dead and some are unraveling.

INF is all but dead and awaiting its funeral. Once it's gone the US will work with Japan and Australia on intermediate range missiles to match China's DF-21's.
The US is already in the early stages of replacing its complete triad and it's possible numbers could rise above START II treaty numbers should it lapse as seems likely. China is unconstrained by any nuclear arms agreement is is fielding nuclear weapons at a Cold War pace.

Broad trade and technology restrictions implemented by the USA against both China and Russia are being put in place.

So Cold War 2 is starting with some of the main features of Cold War 1 already in place.

What we see with these maneuvers falls squarely in Cold War 1 conduct between the adversaries, expect much, much more of it in the near future.

As long as they are sending message there is no damage. That's better than sending missile.
