DW: Brand-new German tanks, helicopters need improvement before deployment
The bulk of the tanks, fighter jets and helicopters delivered to the Bundeswehr were not ready for deployment, the Defense Ministry has said. Manufacturers delivered 97 large items but only 38 were fully operational.
Germany's Defense Ministry said on Wednesday that only 39 percent of large items, such as tanks and helicopters, delivered to the Bundeswehr in 2017 did not require improvement before deployment.
The quality of items delivered was "still improvable," said Parliamentary State Secretary Peter Tauber, who until February was general secretary of Chancellor Angela Merkel's conservative Christian Democratic (CDU) party.

No need to shake your head. The current MOD chair came out of the health field, she is a MD, a crony of Merkel with zero background for her position. Merkel wanted the MOD in the hands of a trusted loyalists who would minimize defense spending and priorities. She got her wish.
