Kremlin "surprised"... lol they probably had dirt on him and "suggested" for him to retire, and put a more suitable successor in for them

Nazarbayev will still remain in charge of the country's Security Council and a formal position as "Leader of the Nation", which effectively means he is still in control of the country. He is just settling into a Deng Xiaoping as paramount leader role while still having extensive formal powers. He's also appointed his own replacement as president. This is little more than succession planning on his part. It would make more sense to wait until the 2020 elections and simply announce he is not running, but it is likely he wants to stack the deck now to insure stability as power transitions to the next generation. Still, this does set the precedent of a sitting ruler relinquishing his position rather than waiting to die in office.
