Politico: Eisenhower defends use of nuclear weapons, March 16, 1955
In response to a question at a news conference on this day in 1955, President Dwight D. Eisenhower upheld the use of battlefield nuclear weapons.
Charles S. von Fremd, the White House correspondent for CBS News, noted that on the previous day, John Foster Dulles, the secretary of State, had “indicated” to reporters “that in the event of [a] general war in the Far East, we would probably make use of some tactical small atomic weapons.” He asked Eisenhower to comment.
He responded: “I wouldn't comment in the sense that I would pretend to foresee the conditions of any particular conflict in which you might engage; but we have been, as you know, active in producing various types of weapons that feature nuclear fission ever since World War II.

Perhaps, at that time, he didn't foresee the possibility that the US would not be the only holder of nuclear weapons, or, that its enemies who posses such weapons might not think as he was thinking relative to military only targets. Perhaps he wasn't thinking of highly mobile fallout, or drift either.
For sure the use of nuclear weapons, as in bullets and other things fired in areas where non military personnel are present, or, will be living can seriously impact people in general over time. Of course the amount of "seeding" of nuclear waste through extensive weapons discharge can be a significant factor.
It will be better of course once the world powers decide that real destruction of infrastructure is a shameful waste and implement the process used in the link whereby only people are killed, executed by their own government in a non infrastructure manner.

It wasn't up to Eisenhower, nuclear deterrents is an international posture. A true collaboration of the allied front, stating there will be no more wars, no more bloodshed and bombings. For if this day comes.
