The upcoming meeting with Putin, announced while discussions leading to another meeting with Trump play out, might be considered to be a test missile of sorts.
"tactical guided weapon" can mean a lot of different things. Maybe a S-300 SAM battery. Or pewrhaps a guided version of their RPG.
NOT a ballistic missile launch.
