Carrie Lam serves at the pleasure of her Chinese masters. Of course she will "apologize." She wishes her family's survial as well as her own. Such things are prudent.
As for the resistance, I suspect they draw their courage in part from President Trump. After all he has shown it is possible to resist Chinese hegemony and live to tell about it. At the end of the day, Americca cannot guarantee the liberty of Taiwan. We can only guarantee our own assuming we are willing and have the courage and intelligence to do so.
