Did POTUS casually reveal the existence of a secret US nuclear weapons program or is this a baseless brag? While anything is certainly possible and we cannot always "know" the answer unless we have access to inside information in real time.
As to casually revealing a secret nuclear program, IMHO the answer to this is no. Certainly everyone of importance in the world as far as major world powers are concerned already knows about such a program assuming it exists and for this post I am assuming the program does exist. As such, a national secret is not being exposed and American national security is not undermined by this. In fact, by publically acknowledging such a program American national security is enhanced as it places adversaries, potential adversaries, and even allies on notice that America's nuclear arsenal is a force to be reckoned with and even feared. After years of neglecting this part of our defense its good to have a POTUS who takes this seriously.
Candidate Trump rightly asked if our nuclear arsenal would work if we needed it. Once he became POTUS he went on to say that the first thing he did was to address the nuclear arsenal and to upgrade essentially fixing the problem he correctly pointed to as a candidate. I interpret this as evidence that POTUS has made the efforts to properly address our nuclear deterrent.
As to the notion that our technology is better than the Russians, the only way to "know" would be to put them side by side and perhaps test them in actual combat. Given that Russia has been hard at work on their nuclear deterrent for quite awhile while we neglected ours, ordinarily I would be skeptical of such a claim by a US official. With that said president Trump is the most scrutinized person on the planet. As such, his claim that US technology in this area is more advanced than Russia is probably correct as it is going to be very difficult for him to lie and get away with it.
Essentially the claim is to put Russia and other countries on notice that we know what they are doing, we have better systems than you do, adversaries and potential adversaries on placed on notice that America's nuclear arsenal is force to be reckoned with and has been and is being upgraded and improved upon, allies will have assurance that if they are under America's "nuclear umbrella" that they can trust in such assurances and that America's nuclear arsenal is keeping pace with other world powers. Finally, this provides comfort to Americans that our nuclear deterrent can be relied upon if needed.
For these improvements, I tend to credit the leadership and vision of president Trump. Without him I don't think any of this gets done.
