Apparently, Mohammed was a computer science genius. He was planning after graduating from the University of Toronto to return to Iran, where a position in one of the Revolutionary Guards cyber units awaited him.— Mike (@Doranimated) January 11, 2020

I do not blame the missile tech. The mullahs and generals had them all hopped up.
For all we know the Iranian military had the missile techs on speed. The USAF and Wehrmacht both used speed during WW2. The USAF ceased using it.
The Iranian chain of command could have networked the Tor-M into the overall system and done other things. I blame the Iranian leaders not the missile techs.
That said the regime values a cyber warrior more than a missile tech and will take revenge for their prized cyber warrior being killed.
