Iran wants to resolve differences with its Gulf foes Saudi Arabia and the United Arab Emirates “as quickly as possible”, Tehran’s ambassador to Iraq said in remarks published on Tuesday.
Ambassador Iraj Masjedi said top commander Qassem Soleimani, killed at Baghdad airport by a US drone strike last month, was carrying a message setting out Iran’s position on possible rapprochement with Saudi Arabia, the Iraqi state news agency reported.

The regime wants money.
They want the Saudis and UAE to intervene with the US on the behalf to get sanctions lifted or to help them skirt sanctions.
They are appealing to them based on being fellow Muslims versus Outsider like the US and the threat, if we (Iran) go down, you (Saudi Arabia & UAE) down too.
The carrot is that they will abandon the Houthis, maybe just no supply them or get the Houthis to the bargaining/peace table.
They might agree to overtly leave Iraq and Syria while inn tending to covertly stay of go back there a year or two after their economic crisis abates.
Maybe they fully intend to leave those 3 countries for a decade or longer, if they just survive as a regime.
