I understood that funded was actually a typo and was meant to be founded. However, I took the time out to question Moscow's role. They have providing funding, and other aid to various groups in the US. I also realize that the US provided arms and aid to Ukrainian groups in the USSR through the early 1950s and to the Tibetan in the 1950s. So a person might say tit for tat. If Moscow had never provided funding, a sounding board or or other aid, there would still be social problem based on past slavery, income difference and other things. Hari Seldon would predict it. So there is that.
