Here's a solution. K-12 education costs about $15-20k per year in the public school system. Provide the funding directly to parents to choose what school they send their kids too. Have a financial incentive to drive down costs by allowing parents keep 25-75% of the difference between the base ammount and any tuition that's less than that. The government gets back the rest.
Allow courses to be challenged by final exam competion. The standard high school credit requires abou 120 hours of instruction, but some students could finish that in less. Some gifted students could pass the course material on day 1. Allow them to bypass the course. Allow those gifted students to take college/university credits in High School if they complete the requesite HS credits. Inversely, some students may struggle in certain subjects so freeing up resources for them by allowing the gifted to move would also help there.
Allow courses to be completed over the summer and online. Some students will complete HS early and either move onto post-secondary or get jobs. No need to keep kids in school longer than they need to be.
Chances of this happening. Almost zero because of public sector teacher's unions.
College/University has its own problem but it stems mostly from greed. It's turned into a industry in itself with a massive number of useless degree and diploma programs just to pad the balance sheet on the institution and employ more people. Get rid of and/or defund all useless generic degrees such as the grievance studies. Force profs to only teach the material and not their own political ideas. I completed a journalist media course where the prof spent 25% of the time bashing the current right of centre political party in power. The other 75% of the time was how bad Western culture is.
Allow all credits to be challenged and/or completed online. Allow start up universities to be acredited as institutions easier. A lot of universities are also very strigent on recognizing credits from outside institutions or programs due to minor differences in curriculum. Override that by forcing same or similar level credits to be recognized.
Bar mandatory employment criteria by employeers for generic degrees except those like medicine, law, engineering, etc. The same applies to stupid licensing requirements such as for hair dressers. This is a useless requirement that only serves as a money grab and a barrier to entry.
Allow individuals to obtain degrees or diplomas through their employment as a result of their experience and qualification either fully or partially. I believe the Israeli Defence Force does this with their pilot training.
