Once is an accident. Twice is a pattern. The third time is an act of war.

They say fires are common for non-carriers. We have to do things the same as for carriers.

FORRESTAL Ship's Patch. The ship was called the USS Forest Fire for reasons know to a lot of the crew. Hardly a day went by without us being called to fire quarters. Usually because some idiot emoted an ash tray

It could be a yard worker.

It could be sailor.

It could have been spontaneous combustion.

It could have been espionage.

With today'd climate due to liberals and/or China, my guess is sabotage.
