Perhaps as Mr. Davenport observes the intent is not to suppress a virus for which lockdowns obviously do not work but is for political gain instead.

It's going to be very hard to muster much enthusiasm for fighting China while our own governments continue to wage war on us with these "lockdowns." As the editor suggests his friends in France cannot believe they are going into lockdown again. Are they not paying attention to what their government does or has been doing? For the most part "western" governments cannot wait to issue lockdown orders. As such, this should not surprise them.
While my familiarity with France is limited, it seems in this regard they are little different than US Democrats and a substantial number of US Republicans. In the US, the key is going to be the states. So far states such as TX and FL are large resisting the pressure from the feds to lockdown and implement more draconian policies. I would expect pressure on them to grow to fall in line with the feds. As such, there is a vested interest in many to fan the flames of fear regarding COVID-19.
In the US at least due to overly sensitive testing and financial incentives within the system both case numbers and deaths from this have been and continue to be vastly overstated. I am not suggesting the virus is not serious. It certainly is and can kill anyone at any age. The current fear porn is NOT helpful and contributes nothing toward solving the problem. I am rapidly reaching the definitive conclusion that the fear porn serves another far more nefarious purpose.

I'm not sure I can provide a definite answer to your questions. I learned that royalty of old often inbred which led to horrible physical and mental deformities. While our elites do not in breed on this manner today, there may be an inbreeding of ideas among these people leading to horrible decision making.
Many of them could be thinking on terms of how Josef Stalin was said to have thought. In order to make an omlet one must first break some eggs!! It's interesting to me who these lockdowns primarily targeted!! Also, the people have shown themselves to be more resilient than initially thought!!
