The White House on Tuesday confirmed the United States and Iraq next month would hold strategic talks on relations between the two countries and the remaining U.S. troops in Iraq.
“We look forward to renewing our Strategic Dialogue with the Government of Iraq over the month of April,” White House press secretary Jen Psaki told reporters.
Psaki said the two countries would discuss mutual security, culture, trade, and climate interests, and would “further clarify that coalition forces are in Iraq solely for the purpose of training and advising Iraqi forces to ensure that ISIS cannot reconstitute.”

Supposedly jurisdiction for crimes was to be according to Sharia, That would not work.
The US should play hardball. The US should let the Shia shot callers that they should rely on Khameeini and be subservient or prepare for civil war.
The US should negotiate for the Iraqis to pay for the base. As Iraq is rebuilding this would be counterproductive. Maybe the payment should be token, but establishing a precedent. Maybe the real stick should be the US will leave unless the Shia share oil revenues with the Kurds and the Sunni. That would strop ISIS in Iraq quicker than anything. McCain's (Bush's) surge helped a great, great deal. But it was a one two punch. The Sunni were sick of the depredations of IISS and so fought against them.
Or the Shia can keep persecuting the Sunni and this enable ISIS to peel Sunni of from the tribes into its ranks.
