Joe Biden dramatically raised the stakes with Russia on Tuesday with a call to Vladimir Putin where he asked his counterpart to de-escalate its military situation in the Ukraine and requested a peace summit amid rising tensions between the two nations.
Biden made it 'clear that the United States will act firmly in defense of its national interests in response to Russia’s actions,' the White House said in a statement as Moscow demanded Washington stay out of the Crimea.
The president, in the call, proposed a summit meeting in a third country in coming months to discuss a range of issues between the two countries. It is now on Putin to respond.

A meeting with Putin would require travel to Europe unless "Joe" invite Putin the Washington, which he might do. When Joe goes public in the US, it is usually a nearby city such as across the Potomac to Alexandria, Virginia in sight of the White House (But hey, it is another state), Philadelphia or Delaware. These places are all extremely close via helicopter.
Inviting Putin to DC is a propaganda disaster for the democrats after they demonized him. They will try to flip the script, but after all they said, the Europeans street and politicos will not be impressed.
They could invite him and then arrest him. It would fit their narrative, but they would be afraid of starting a real shooting war. I put that chance as extremely low. But they would consider it.
If the Russian counter offer Finland, the White House will demur as too far and counter propose. If the Russians give something closer such as France, Britain or Ireland, it is risky for Biden. Sure the lying White House doctor can does him with meth, but that does will very all the time due to age, drug tolerance, or jet lag.
