US Navy Conflirms A Russian Spy Ship Is Operating Off The Hawaiian Coast And That It Has Caused A Delay In A Missile Defense Agency Missile Test

The Honolulu Star-Advertiser: Russian spy ship operating off Kauai, Navy confirms 

A Russian spy ship parked in international waters off Kauai for several days has delayed a Missile Defense Agency missile test, officials said. 

U.S. Pacific Fleet at Pearl Harbor said in a statement that it “is aware of the Russian vessel operating in international waters in the vicinity of Hawaii, and will continue to track it through the duration of its time here. Through maritime patrol aircraft, surface ships and joint capabilities, we can closely monitor all vessels in the Indo-Pacific area of operations.” 

It was not immediately clear if the Russian vessel is broadcasting an automatic identification system, or AIS, signal. If it is, the ship’s presence — beyond Pacific Fleet’s significant detection capabilities — would be a clear indicator of the ship’s presence to possibly interfere with the missile test.

Perhaps you could unpack your statement more? During the waning years of the Cold War the Russians USSR was always hovering around battle groups off the West Coast. So what is different. This is not the mid to late 1990s. Russia has recovered.

My question shows me to be almost totally ignorant of telemetry and elint. Must be something the ship can collect that a satellite cannot. Maybe the Americans are just waiting for a blind window,, when there are no satellites transiting and when there is, it is still a no go, because the ship is there.

Maybe these delays drive up cost for a missile program.

It's amazing this rates a newspaper article. 9:43 is right it is not the 90's, but it's not new and it's obvious as hell.
