If it is a foreign power and it is dire, it means that they have ill intent or that the are vastly technologically superior and if their whim changes, they can harm us. SO we need a Manhattan Project effort or more. So go to the American people.
They can argue that it would tip the foreign power's hand and precipitate bad events. Maybe. Maybe the power is apprized of events in the US sufficiently anyway.
